I have shot re-curve bows before but want to get an English longbow, I want to know if this bow would be a good buy

I like this because of the low price, if it would not be a smart buy, where else could I get a good bow under $200.

Naaah....I wouldn't bother with that one. There is a no returns policy so if the bow isn't right for you you're stuck with it.
It's only 35 lbs which is OK for target shooting in the backyard but if you want to hunt check your local regulations.
Some areas have a minimum Draw Weight for bowhunting or just for deer and other large game, some it's 35lb, some 40lb...varies all over so check first.

What are your hands like? Can they use a spokeshave and a scraper, some sandpaper and a couple of measuring tools?
Do you have a low chair to sit on and a few feet of space?
If so, why not make a bow for yourself that fits you and is all your own work. It's not hard to get a fairly decent bow but it takes more care and time to get a brilliant bow.
Lots of woods can make good bows. Hickory, birch, beech, oak, yew, laminated bamboo........
Some Japanese war bows were made with bamboo, some were other woods laminated with bamboo.
